The State of South Carolina has prepared a draft of its Consolidated Annual Performance and Evaluation Report, or CAPER, for Program Year 2019.
The CAPER covers the State’s Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), National Housing Trust Fund (NHTF), Emergency Solutions Grant (ESG) and Housing Opportunities for Persons with AIDS (HOPWA) Programs for the period April 1, 2019 through March 31, 2020.
We normally ask that a copy of the CAPER be available for review by the public, at each COG office, during normal business hours throughout the comment period. During the COVID-19 Pandemic, the State’s updated Citizen Participation Plan allows electronic notification and posting of draft Consolidated Plan documents.

Attachments to the draft CAPER include required IDIS CDBG program reports, and the final when posted will also include the ESG CAPER Supplement.
