Lowcountry Workforce Area: Beaufort, Colleton, Hampton, and Jasper Counties, South Carolina

This Request for Proposals (RFP) is issued to procure services for a One-Stop Operator
(Operator) as part of the local service delivery of the Workforce Innovation and Opportunity Act
(WIOA) system in the Lowcountry Workforce Area. The One-Stop Operator coordinates the
service delivery of required One-Stop partners and ensures the local SC Works system meets the
One-Stop Certification Standards established by the South Carolina Workforce Development
Board.

This RFP refers to the WIOA Grant Recipient and/or WIOA Fiscal Agent. For this
RFP, those references are the same entity. The WIOA Fiscal Agent is the entity designated by
the Lowcountry Consortium of Chief Elected Officials to receive and administer WIOA funds on
behalf of the Lowcountry Workforce Board (LWB). The Lowcountry Council of Governments
(LCOG) serves as the Administrative Entity and Fiscal Agent for the Lowcountry Workforce
Area.

The workforce area is defined by the boundaries of the following units of government:
• Beaufort County, SC
• Colleton County, SC
• Hampton County, SC
• Jasper County, SC

RFQ: Regional Micromobility Plan | Document Download | Submission Deadline: September 30th, 2026 at 3 PM

Excerpt: BCDCOG seeks to update its regional micromobility plan and create a 10-year implementation
framework. The primary purpose of this planning process will be to identify regionally significant
corridors to serve as the backbone of the micromobility network. The secondary purpose of the
planning process will be to consolidate locally identified micromobility projects to identify gaps and
opportunities for connections to each other and/or the corridor backbone. This process will create a
foundation for more detailed micromobility planning at the local level in the future.
