The Berkeley-Charleston-Dorchester Council of Governments’ primary objectives are to assist local governments develop local and regional plans within the tri-county region, as well as providing local governments with planning and technical support to improve the quality of life in the region, which is located on the coast of South Carolina and has a population of over 775,000. Because of an attractive quality of life and increased economic opportunities, the region has experienced a positive growth rate. We currently have an opening for Payroll and Benefits Administrator:

 Essential Functions:

  • Under the direction of the Deputy Director of Finance and Administration updates and maintains Paylocity. Utilizes onboard module for new hires, completes benefit changes in web benefits and monitors ACA reporting/form distribution.  Form W2 verification and distribution.
  • Follows established procedures for payroll processing in Paylocity to include collecting and verifying excel timesheets from staff, documenting leave, transferring hours from Time & Labor to HR & Payroll modules, reviewing prelist report and submitting payroll after approval. Updates and maintains leave records.  Updates and maintains all payroll and benefits records.
  • Prepares payroll/benefit related claim for payment and post payments to applicable vendor websites. Records and post payroll related transactions in accounting software after processing in Paylocity
  • File and maintain payroll reports, missed punch forms and payroll/benefit related claims.
  • Reviews Paylocity quarterly reports for accuracy including Federal and State withholding, SUTA and FUTA.
  • Health Insurance, Retirement, Deferred Compensation, COBRA and Supplemental Insurance administration. Reconcile invoices, prepare claim for payment, post payments to vendor websites and respond to inquiries.  Conduct open enrollment meetings.
  • Respond to unemployment claims and attend hearings as needed.
  • Facilitate claims with State Accident Fund (SAF) worker’s compensation and complete first report of injury. Liaison between SAF and employees supervisor, if needed.  Send injured worker insurance invoices if applicable, track receipt of payment and inform accounting of receipt of payment.
  • Initiates onboarding process with Paylocity, conducts new hire orientation and facilities employee off- boarding.
  • Maintains personnel files including new hire forms, personnel change forms, termination forms, applications for employment, conflict of interest, drug free workplace, handbook receipt, copies of W4, benefit/retirement elections and performance evaluations. Maintains confidential file with Form I9 and supporting documents.
  • Assist with Employment Policies and Procedure updates.
  • Maintains the benefit program offered to employees. This includes, but is not limited to, participating in annual Benefits At Work open enrollment process and any other training offered by benefit programs.
  • Performs clerical support services as required.


A Bachelor’s degree in accounting or a related field; or a high school diploma and five years’ experience in a related field. Human Resource experience preferred.
