BERKELEY COUNTY HAZARD MITIGATION PLAN


The BCDCOG is assisting Berkeley County with its update of the counties 2010 Hazard Mitigation Plan (HMP) as required every five years by FEMA. The 2015 HMP update will address how the county and its municipalities will plan for mitigation of multiple natural hazards including flood, wind, fire, earthquake, thunderstorms and winter/ice storms. The 2015 HMP Plan will also include descriptions and assessments, then prioritize the risk of each of the natural hazards. As part of the public involvement process, there will be?stakeholder meetings, public hearings and surveys involving the county, municipalities, nonprofits, state and federal agencies and interested citizens throughout the spring and summer.

The updated plan is required as part of the Disaster Mitigation Act of 2000 which requires that local jurisdictions and states have a Federal Emergency Management Agency (FEMA) approved hazard mitigation plan to receive funding from the Hazard Mitigation Grant Program, implemented under section 404 of the Stafford Act. Additionally, the mitigation planning regulation at 44 CFR 201.6(d)(3) states: A local jurisdiction must review and revise its plan to reflect changes in priorities, and resubmit it for approval within five (5) years in order to continue to be eligible for mitigation project grant funding.

2016 BERKELEY COUNTY?HAZARD?MITIGATION PLAN

BERKELEY COUNTY will hold a Public Hearing on MONDAY, JANUARY 25, 2016, at 6:00 P. M., or as soon thereafter as may be heard following other Public Hearings, and immediately following any Committee meetings in the Berkeley County Administration Building, 1003 Highway 52, Moncks Corner, S.C., to receive public comment, written or oral, regarding the 2015 Update to the Berkeley County Hazard Mitigation Plan.

The TOWN OF MONCKS CORNER will hold a Public Hearing on TUESDAY, FEBRUARY 16, 2016, at 6:00 P. M., or as soon thereafter as may be heard following other Public Hearings, and immediately following any Committee meetings in the Moncks Corner Municipal Complex, 118 Carolina Avenue, Moncks Corner, S.C., to receive public comment, written or oral, regarding the 2015 Update to the Berkeley County Hazard Mitigation Plan.

The TOWN OF ST. STEPHEN will hold a Public Hearing on MONDAY, FEBRUARY 22, 2016, at 7:30 P. M., or as soon thereafter as may be heard following other Public Hearings, and immediately following any Committee meetings in the town hall located at 124 Hood Street, St. Stephen, S.C., to receive public comment, written or oral, regarding the 2015 Update to the Berkeley County Hazard Mitigation Plan.

The CITY OF GOOSE CREEK will hold a Public Hearing on TUESDAY, MARCH 8, 2016, at 7:00 PM or as soon thereafter as may be heard following other Public Hearings, and immediately following any Committee meetings in the town hall located at the Marguerite H. Brown municipal Center, 519 N. Goose Creek Boulevard, Goose Creek, S.C., to receive public comment, written or oral, regarding the 2015 Update to the Berkeley County Hazard Mitigation Plan.

The 2015 Berkeley County Hazard Mitigation Plan, originally approved in 2010, explains the hazard conditions that exist in the County and provides guidance for the community in the mitigation of natural and man-made hazards. The Hazard Mitigation Plan is required by the Federal Emergency Management Agency (FEMA) for communities receiving pre-disaster hazard assistance. Copies of the plan are available at the locations noted for a week in advance of the public hearing.
